Many Belgian crypto investors do not know that their Binance account must be reported to the Central Point of Contact (CAP, Centraal Aanspreekpunt) of the National Bank of Belgium (NBB). In this guide we explain step by step how to do this correctly, which details you need, and how to export your transaction history.

💡 Why do you have to report Binance?
Belgian law (article 307 WIB 92) requires every Belgian taxpayer to report foreign accounts. This applies to bank accounts, savings accounts, securities accounts and crypto accounts at foreign platforms.
Binance operates in Europe through Binance France SAS, an entity registered in France with AMF registration E2022-037. Even though you can use the website in Dutch, it is legally a foreign institution.
With the introduction of DAC8 (the European directive on the automatic exchange of crypto information), this reporting becomes even more important from 2026 onward. Exchanges such as Binance will automatically share data with European tax authorities.
Penalties for non-reporting: The tax authorities can impose fines ranging from €50 to €1.250 per unreported account. In addition, the investigation period can be extended from 3 to 7 years.
📋 Which details do you need?
Before you start the CAP declaration, gather the following information:

Finding your Binance User ID: Log in to Binance → click your profile icon → your User ID is shown at the top (a string of digits such as 123456789).
⚙️ Step by step: CAP declaration
Step 1: Go to the CAP portal
Open your browser and go to cappcc.nbb.be. This is the official portal of the National Bank of Belgium.
The CAP report is one part, your taxable profit is the other. Beyond registering with the National Bank, you also have to process your crypto capital gains and income correctly in your tax return. Click "Report my foreign account(s)" and log in with your eID card reader or the itsme® app.
Step 3: Choose "Add new account"
After logging in you will see an overview of the accounts you have already reported. Click the button to add a new account.
Step 4: Enter the Binance details
Enter the following details:
- Account number: Your Binance User ID (e.g. 123456789)
- Institution name: Binance France SAS
- Address: 1 Rue de Stockholm
- Postal code: 75008
- City: Paris
- Country: France
Step 5: Confirm and save
Check the entered details and confirm. Keep a copy or screenshot as proof of your declaration. You only have to do this once per account.
🧾 Binance in your tax return
In addition to the CAP report, you must also mention your Binance account in your annual tax return:
- Where: Vak XIII, section A (foreign accounts)
- What: The country (France) and whether you reported it to the CAP
You do not need to fill in any balance or amounts here, just confirm that you have a foreign account and that you have reported it.

📤 Exporting your transaction history from Binance
For your tax calculation you need your complete transaction history. Here is how to export it:
Via the website (binance.com)
- Log in to binance.com
- Go to Wallet → Asset History
- Click "Export Transaction Records" at the top right
- Select the desired date range (max. 1 year per export)
- Choose "All" for both Account and Coin
- Click "Generate"
- You will receive a notification when the file is ready
- Download within 7 days, after that the link expires
Note: For a complete tax file you may need to create several exports: Trade History, Transaction History, Distribution History (staking rewards) and Convert History.
❓ FAQ: frequently asked questions
Do I also have to report Binance Earn?
Yes. Binance Earn falls under the same account. The proceeds are taxable as miscellaneous income (diverse inkomsten) (33%) or movable income (roerende inkomsten) (30%).
What if I have had my account for years but never reported it?
Report your account to the CAP as soon as possible. With voluntary regularization the penalties are usually milder.
Does Binance count as a bank or savings account?
For the CAP declaration, Binance is considered an account at a foreign financial institution. Crypto exchanges fall under the same reporting obligation.
I no longer use Binance, do I still have to report it?
If your account still exists (even with a €0 balance), you have to report it. If you have closed it completely, report this to the CAP so that the status is updated.
